The Illinois State Legislature established Cook County in January 1831. Now the second most populous county in the United States, Cook County, Illinois has 5,294,664 residents (according to 2009 estimates by the U.S. Census Bureau). The County seat is the city of Chicago, which, with its suburbs, covers more than 85% of the county’s 946 square miles. More than half of the county’s population lives in Chicago. The county’s annual operating budget is $3 billion.
